Form 1099-G reports specified government payments, including unemployment compensation and applicable state or local tax refunds. The payment category and reporting year matter. A reported refund is not automatically fully taxable, and a PDF generated by a recipient is not a replacement for an agency-issued statement.
Who prepares 1099-G and what does it describe?
The IRS 1099-G overview identifies covered government-payment reporting. Agencies and authorized payers prepare the actual information return. A recipient should obtain their statement from the legitimate payment agency.
Different boxes describe different payments, and the form can change by reporting year. Do not place a grant, unemployment benefit, and tax refund in one category simply because the same government paid them.
Which records should be reconciled?
- Agency/payer and recipient identity and taxpayer numbers.
- The calendar year of the payments being reported.
- Each covered payment category and amount.
- The earlier tax year a refund relates to where applicable.
- Actual federal and state withholding.
- Repayment, adjustment, correction, or identity-theft records where relevant.
The official instructions explain payment categories and year fields. The calendar year when a refund was paid and the tax year it concerns may differ.
How do withholding and refund treatment stay separate?
Fictional payment check: assume $4,000 of reported unemployment benefits and $400 of actual withholding, with no other reductions. The cash amount is $3,600, but the reportable benefit is not reduced to that net deposit merely because tax was withheld.
A state income-tax refund requires a separate return-level taxability analysis under the applicable rules. Do not assume the reported amount is always additional taxable income or always excluded. Retain the earlier return information needed to determine its treatment.
What does the builder prepare?
The reviewed 1099-G builder offers selected reporting-year editions and supports actual payment-category, refund-year, and withholding information. It prepares the described recipient copies while red Copy A remains blank.
It does not calculate the recipient's final tax treatment or submit the return. Check that the selected year's final form matches the intended reporting categories. Do not copy a box number from a different year's instructions without checking the edition.
What if the agency statement looks wrong?
Contact the actual payer through its official process, identify the year and payment discrepancy, and retain the response. If you did not receive the reported benefit, investigate possible identity misuse instead of quietly deleting the form or creating a replacement in your own name.
Payers handle required recipient delivery and agency submission separately from document preparation. Our secure-sharing checklist helps protect the taxpayer and payment details used in a correction request.
Common questions
Is every state tax refund taxable?
No universal answer applies. Determine the return-level treatment from the relevant earlier tax facts and current instructions.
Can I create my own agency-issued 1099-G?
No. Request the actual statement or correction from the government payer; do not misrepresent a self-created PDF as its record.
Does withholding reduce the gross benefit entry?
Withholding is separately reported. Reconcile gross benefit, withholding, and net payment rather than replacing one with another.
